SolutionsHub CEO Lee Hills has written for SiGMA News on why the traditional model of licence arbitrage is becoming increasingly difficult to sustain.
For years, operators could use a licence from an established jurisdiction as the commercial foundation for a much wider international business. It supported banking, payments, supplier relationships and access to markets well beyond the jurisdiction that issued it.
In his latest opinion piece, Lee looks at the growing importance of player location, local market licensing and the increased scrutiny being applied by banks, payment providers, aggregators and other commercial counterparties.
He also considers where Tier 2 licences continue to have a legitimate role, and why operators planning for long term regulated market growth are increasingly moving towards a hub and spoke structure built around substantive governance and regulatory oversight.
The article argues that licence arbitrage was a rational response to the market that existed at the time. The issue for operators is whether a licensing strategy designed for that market still works today.
