For over two decades, the Problem Gambling Severity Index (PGSI) has set the global standard for measuring gambling harm. Yet as gambling moves online, new tools such as Markers of Harm offer a chance to balance data, prevention, and player wellbeing, moving the industry from measuring harm after it happens to managing risk before it begins.

Two years ago, the idea of a common framework for markers of harm in online gambling was still emerging from academic research. Today, after a Europe-wide vote, that framework is on its way to becoming a formal European standard. The shift marks a milestone in the industry’s approach to consumer protection and could unify how gambling risk is identified across the continent.
